This is the Icy Caverns Hold / Ice Stone Weyr plot so far, including the reasons: Please note that most of this is NOT commonly known, and see the “what is common knowledge” section for what you character knows IC. If you feel that your character should/ought/might know more, please PM an admin or moderator and they will work with you to determine what your character knows.
The beginning
In the beginning, a young, somewhat twisted man, the illegitimate son of the Lord Holder of Icy Caverns Hold, watched his mother and uncle depart for the Weyr. There was an accident, a blizzard on the way home, and they never returned. At that time, the seed of hatred was planted. The boy was taken in by the Harper of Icy Caverns Hold, who thought that the boy had more than a small amount of talent. However, the boy, desperate for a reason for his mother’s death, spent most of his time as an Apprentice researching all that he could about the Weyrs and dragon-kind. There were no records of any such accident taking place anywhere else, so the boy concluded that there must be something about the dragons of Ice Stone, some reason that they failed where other dragons would have succeeded. He researched more, and discovered one thing. Only at Ice Stone did Queens, called Silverlights, Impress to boys. That was it, that was the difference he had been looking for. Clearly it was because of this that Ice Stone had failed, and for the good of all of the far north, he must force the Silverlights to be removed from the draconic genepool. The name of this boy: Tiberax Noixay.
The middle
Starting at the age of 17, Tiberax Noixay gathered together a group of like-minded, or impressionable, individuals and molded them into the core of his army. Better to say strike force, perhaps, or even outlaw band, for it wasn’t a particularly large group of people, and there were times when it took all the charisma and creativity that Tiberax possessed to keep the gang on track. Eventually, Tiberax came to the conclusion that there would be no way that his smallish (smallish at least, relative to the population of the Weyr) gang would ever be able to directly challenge the Weyr, and that was when his mind turned to subtlety. He knew the Lord Holder, Brencis Kalarn, well enough, for the man was his own elder half-brother, and he knew that starting a war between the Hold and the Weyr would be an easy act, given the right preparation.
Knowing this to be the case, Tiberax upped the activity required of his spy at the Weyr, Barrek Malvois, and that of his spies at the Hold, including Dalonia Jindarex, until he had enough information to arrange the kidnapping of a weyrling Silverlight dragon and her rider (see Rattling the Chains). However, the plan resulted in disaster, with him only able to get a little bit of information from the Weyrling before the Weyr showed up to rescue the boy. Not only did he lose the captive, but one of his eldest sons ran off to join the Weyr (see Breaking Free). This forced Tiberax and his gang to fall back to a more defensive position, especially after Barrek reported that Tiberax’s son, Tivax, was now a Weyrling, and that the boy and a friend of his, Davquil of Purple-Grey Niekolgoth were trying to spy on Barrek to determine what Tiberax was doing. Barrek wanted to get rid of them, and so did Tiberax, but the risk of losing Barrek, the only spy in the Weyr, was too high, particularly since the boy never revealed who Barrek really worked for, because without proof, any accusation of the well known Weyrsmith would probably have backfired. T’vax also held his peace because he was scared that no one of authority at the Weyr would believe him over the Smith, especially considering who his father was.
Seeking to appease the Hold so that the threat of Tiberax could be given more attention and thus possibly be resolved, the Jr. Weyrwoman (and acting Sr. Weyrwoman), Hedara of Ice Temperanth, made a proclamation that those bound to Silverlight dragons would no longer be considered Queenriders (Words of Ice on those who are Silvered). For a time, the Weyr and the Hold grew closer together, and Tiberax was forced to further cut back on his activities. The continued reduction in activity frustrated Tiberax and his “friends”, and so Tiberax decided to drive a wedge between Hold and Weyr that could not possibly be overcome by some declaration from the Jr. Weyrwoman.
To begin, Tiberax arranged for the Weyr to hear rumors that Lord Brencis was plotting against them, planning to strike at them over some imagined crime, simultaneously arranging for the Weyr to hear that there was no sign of any such planning going on in the Hold, though there were some signs reported that, in hindsight, would look as if they had been perhaps clues to such activity (see I’m sorry, did you think we were gone? and It’s not insubordination). His main goal was simple. He needed his son discredited and made to look like someone who would panic over nothing, just in case the boy tried to interfere in anything.
In the next phase of his peace-destroying plan, Tiberax focused on getting Lord Brencis so furious with the Weyr that the Lord Holder would take anything done by the Weyr in the worst possible light, as well as breaking off relations with them immediately. The hardest part in that phase of the plan was determining what would be required to push Brencis that far. Not that Brencis could be described as a temperate man, but he had a tendency to ignore crime reports unless they contained true atrocities, despite his harsh standing on rule-breaking. Certainly, he might pause to think things through a little, unless what was done was completely beyond the pale, and the Weyr responded by disbelief of Brencis’s tale. That was how he decided two things: First, he needed an atrocity, or better several atrocities, and second, he needed it blamed on a dragonrider that other might believe responsible for the act. A high-ranking dragonrider. With that in mind he organized the kidnap and mass abuse of many of the smaller holders from Icy Caverns, sparking (as he had known it would) the withdrawal of Brencis’s good will from the Weyr (see Of all the tales to tell and You think I’ll Believe these people?).
Having done that, Tiberax arranged for the kidnap and torture of T’vax and Davquil, making their disappearance look like it was a revenge kidnapping carried out by angry holders, and, through Barrek, making it sound as if Lord Brencis were aware of where the two riders were, and lying in his denials of such knowledge. Simultaneously, he had Barrek incite the holders of Icy Caverns into a mob mentality — using their grievances with what “the Weyrleader” (in reality, whoever Tiberax found that looked enough like the man to confuse people) had done — and tell them of a secret entrance to the cavern where Ice Stone Weyr’s Hatching Sands are located, in the hopes of creating an attack (or at least a call for one) on the Weyr. The plan succeeded far beyond his wildest hopes, for a group of furious holders snuck through a long forgotten tunnel to the Hatching Sands (lost from when the Weyr was first built) and smashed many of the eggs to pieces, killing the dragonets inside them (see From Ruin Comes Rebirth). The original plan had been for the bodies of T’vax and Davquil to never be found, but they were helped to escape on the very night of the Hatching, and were then able to return to the Weyr in the middle of the already chaotic Hatching, though both were too badly injured to give testimony of what had happened (or, more importantly, who had done it).
Even after recovery, T'vax and Davquil were forced to remain silent with all but a few people, and neither of them was certain that Lord Brencis hadn't been involved. After all, T'vax knew his father was at least acquainted with the Lord, and the damage done during their captivity prevented them from being able to recall what they had heard with complete accuracy. However, the Weyr's supplies continue to be short or arrive not at all, and T'vax is sometimes gone at unusual times. Sometimes, him and a few other riders are injured, and even though they have reasons, there are those in the Weyr who are not sure if maybe, just maybe, T'vax isn't really on their side.
((If you want spoilers, here's what's going on that has them getting injured: Founding, A Mission,Excuses for Injuries, Report to Hedara))
The end
Is still to be determined.

The end
Is still to be determined.
What is common knowledge
In all places
- The fact that Tiberax Noixay a) exists, b) doesn’t like the Weyr, and c) has a gang of like-minded people.
- The fact that Tiberax Noixay had a Silverlight Weyrling kidnapped.
- The fact that T’vax of Chrome Slinesteth is Tiberax Noixay’s son.
- That a gang of holders attacked and broke many of the eggs in the Ice Stone Weyr Hatching.
In the Weyr
- That Lord Brencis has accused the then Jr. Weyrleader (X’kel) of heinous crimes and withdrawn support to the Weyr until the man is brought to justice.
- That X’kel was visiting his family at the time these actions took place, and investigation by Weyrwoman Hedara shows him innocent.
- That Lord Brencis planned or instigated the kidnap of two riders, T’vax of Chrome Slinesteth and Davquil of Purple-Grey Niekolgoth, both of whom managed to escape but have not yet been able to offer testimony.
- That Lord Brencis is (probably) planning an attack on the Weyr.
In the Hold
- That the Jr. Weyrleader (X’kel) committed heinous crimes against the people of the Hold and that Lord Brencis has withdrawn support to the Weyr to force them to bring the man to justice.
- That the Weyr is lying and claiming that X’kel has been proven innocent.
- That the Weyr is falsely accusing Lord Brencis of planning or instigating the kidnap of two riders, T’vax of Chrome Slinesteth and Davquil of Purple-Grey Niekolgoth.
